It is rather\nexperiencing what can be described as restricted continuity.\nAssociations remain present in the field, but they operate in an\nenvironment that imposes increasing caution and often pushes\nthem to revise their discourse, modify activities and rearrange\ntheir relationship with funding, partners and beneficiaries.\nBefore July 25, 2021, many associative actors considered the civic\nwork climate open or normal, despite known administrative and\nfinancial difficulties. Today, the data point to a clear shift in how\nthis climate is perceived: it is increasingly seen as more restrictive\nand suspicious. This transformation does not only concern\nassociations\u2019 relationship with the administration; it also extends\nto the public image of civil society and to the way partners and\nbeneficiaries interact with associations.\nThe central thesis is that pressure on civil society does not always\nappear as a direct ban or an explicit legal dissolution. In many\ncases, it operates less visibly: through defamation, suspicion,\nfunding disruption, partner hesitation and fear that activities\nwill be politically interpreted. Together, these elements make\nassociations rethink their language, visibility, files and modes of\ncommunication with their environment.\nFor that reason, the situation of civil society should not be\nmeasured only by the number of registered associations or\nactivities implemented.
